One Casualty of the War in Afghanistan Has Been Data Track: Sustainable Development and Humanitarian Affairs Author(s): Joe Crowley How do you transition from a temporary and reactive focus to the long-term development of rebuilding a nation? At what stage does this process become critical - is there a line in the sand or is it a philosophy? With concrete examples we shall illustrate how key elements of the HIC approach have been important for helping Afghanistan address the scarcity of data and satisfying the demands of greater information needs. We try to address some practical ways to bring the transitional HIC and the government closer together. Lessons are drawn from the AIMS (UNDP) experience in evolving from an HIC (UNOCHA). Issues that are crucial to success and greater effectiveness are examined; assuming development of data and information management capacity is one of the goals.
