Opportunities and Hurdles: Welcome to South Carolina! Track: Surveying Author(s): Patrick Bresnahan Richland County, South Carolina has executed several projects over the past three years that have utilized and benefited surveying-related technologies. The County was the first in SC to collect lidar data and is also the first to utilize a completely digital aerial imaging system. The County has also installed a network of 225 'blue-booked' survey monuments and is currently setting up a continuously operating reference station (CORS). Many of these efforts were intended to improve and expedite delivery of County services such as building permit review, vehicle routing/location, and stormwater management. For example, the monument network aids Planning and Public Works as development plans are now required to be in digital format and reference state plane coordinates. Beyond County services, many of these projects have also benefited the local surveying community. However, several of the projects have met with resistance from members of the surveying community. An additional hurdle in implementation is the new State law requiring licensure as a surveyor to use GIS, GPS, and lidar data. Running opposed to the NCEES Model Law, SC is now one of a handful of states with such limiting requirements. This presentation will share the successes and hurdles of geospatial technology implementation unique to South Carolina.
