Abstract
Pipeline Safety Act Compliance--A Public Utility Perspective Track: Petroleum and Pipeline Transmission Author(s): Joe Pennington, Roya Borman, Brad Schaaf The Sacramento Municipal Utility District (SMUD) is a publicly owned electric utility established in 1923. SMUD is the fifth largest publicly owned electric utility in terms of customers served, with a service area of more than 900 square miles. The District owns and operates a natural gas pipeline of approximately 75 miles in total length. The Pipeline Safety Improvement Act of 2002 requires gas pipeline operators to develop and implement a written Integrity Management Program (IMP). In late 2003, SMUD initiated a project to implement a comprehensive Pipeline Integrity Management System which assists in satisfying the DOT regulations. SMUD has implemented a system based on an enterprise GIS approach, utilizing a wide variety of core Esri GIS technologies. This paper will describe a logical approach for the development and flow of facilities information to maximize accurate, efficient, and comprehensive analysis of integrated data in support of meeting all pipeline integrity objectives.
