Abstract
Arc Hydro and FEMA Map Modernization in South Florida Track: Water Resources Author(s): Suelynn Dignard, Jack Hampson, Tim Brink, Ken Konyha, Mark Aurit A key part of SFWMD's vision for the Arc Hydro Enhanced Database (AHED) is to manage, maintain, and use in GIS the Hydrologic and Hydraulic data necessary to run South Florida's most common, FEMA-approved, flood models (such as XPSWMM). Each FEMA flood model, or study, typically addresses a single watershed in detail. AHED comprises hundreds of watersheds, and Arc Hydro is not intended for the level of detail found in individual flood models. Nevertheless, placing all the FEMA studies in a regional context is critical to managing the study data and using the results for planning, decision support, calibration, comparison, and adaptive management. For AHED, the solution to these challenges lay in creating a detailed geodatabase design capable of storing both spatial and non-spatial model data and results for individual studies, then building the relationships and metadata to tie these individual studies into the regional framework. Detailed data are controlled by project managers, yet shareable with the Enterprise geodatabase. An XPSWMM prototype and standard tools were developed to load, validate, and review model input data and results in GIS, supporting FEMA Quality Control Review. Data can also be exported to the evolving FEMA formats.
