Abstract
Environmental Justice and Induced Development Effects of Transportation Projects Track: Transportation Author(s): Zachary Funkhouser, Miguel Gaddi The National Environmental Policy Act (NEPA) directs federal agencies to consider the environmental impacts of their actions and to prepare an Environmental Impact Statement (EIS). Environmental justice and induced development are two main components of an EIS. The U.S. 95 Thorncreek Road to Moscow project is a study led by the Idaho Transportation Department to determine an alignment for nearly 6.5 miles of U.S. 95 south of the city of Moscow. The project considers 10 different alternatives to replace the existing two-lane facility with a four-lane divided highway. Slope analysis, viewshed analysis, analysis and mapping of demographic variables, area calculations for road footprint and parcel impact, GPS data collection, and mapping of existing buildings and structures in the area were key in determining if and how low-income and minority populations might be impacted and how each alternative might impact land uses and future residential and commercial development in the area.
