Cleveland Water Moves Toward Enterprise GIS Track: GIS Organization, Management and Implementation Author(s): Guy Singer The City of Cleveland's water distribution system has more than 5,000 miles of mains. The conversion of as-built drawings to GIS began in 2003 and is nearing completion. This paper describes the history of GIS at the utility, the as-built data conversion process, and the plans for data maintenance and application development. Cleveland's Division of Water has already identified quick wins from GIS applications as a part of its Development of Efficient and Effective Practices (DEEP) project.
