Public Works GIS and Work Order Management System Implementation
Track: State and Local Government
Author(s): Andy Bullington, Rob ODonnell

The City of Encinitas Public Works Street Maintenance Division is responsible for asset maintenance and service management within the City's right-of-way. These assets include signs, signals, streetlights, streets, guardrails, curb, sidewalks, medians, and trees as well as trash pick up, street sweeping, graffiti, and weed abatement. The City needed a GIS-centric solution that provided physical asset tracking and a streamlined work order process that would increase response time through informed decisions, allow robust financial reporting, and supply better asset maintenance tracking. An Esri ArcSDE geodatabase and Azteca CityWorks integrated solution were chosen to provide the needed efficiencies. The implementation of both the GIS and CityWorks systems included a needs assessment, business process modeling, geodatabase design, current process migration, training, data capture, and the integration of the GIS with the work order management system.
