Creating a Housing Market Typology to Better Allocate City Resources

During 2005, the Baltimore City Departments of Planning and Housing collaborated with The Reinvestment Fund (TRF) to update our Housing Market Typology. We used eight housing market variables and a statistical method called cluster analysis to group the City into seven submarkets by census block group geography. The variables included median sales value, vacant house data and percent homeownership. The results were field tested and reviewed by housing market experts. The cluster analysis creates a classification that groups those blocks that are most similar while creating clusters that are least alike.



The Typology provides a framework for matching our neighborhood strategies and public resources to housing market conditions. The typology also informs community planning efforts by helping neighborhood leaders understand the housing market forces impacting their communities. Finally, TRF uses the typology to target private resources to build off the relative strengths in various neighborhoods.
