Implementing a GIS at Wisconsin Department of Military Affairs
Track: Disaster Mangagement and Emergency Response

In the wake of September 11, 2001, and the 2005 hurricane season, GIS continues to demonstrate its importance in emergency management. Knowing this, Wisconsin Emergency Management, a division of the Department of Military Affairs, contracted for a comprehensive GIS needs assessment and strategic plan. The final report describes and prioritizes needs and helps staff identify funding requirements.



The first project is to implement a robust Emergency Operation Center (EOC) software package to provide a common operating picture to all emergency personnel. The key components are ESPONDER integrated with a map viewer that utilizes ArcIMS and ArcSDE. Future enhancements will include network routing capabilities and plume modeling tools that will utilize ArcGIS Server.



In addition, with the help of Wisconsin's GIO, the barriers related to data sharing and data standards are being addressed across the entire state enterprise to help all emergency personnel access critical data.
