Secure Deployment of Water System Data with ArcGIS Engine

Charlotte-Mecklenburg Utilities (CMU) has implemented an ArcGIS Engine application, installed on laptops, that provides secure access to GIS data and record drawings. Access to system data through GIS is an essential tool for field crews who perform new construction, preventive maintenance and repairs on the water and wastewater system infrastructure. In the past, water and wastewater system data was distributed on CDs that were used in laptops and desktops; however, as data security became a concern, CMU had to devise a more secure method for data distribution. The results are a mobile ArcGIS 9.1 Engine application and business processes that allow only a select group of users to access encrypted GIS data and TIFF images of as-built or record drawings. This paper will elaborate on requirements, functionality and development of the application as well as data security and distribution processes.
