Developing an Undergound Storage Tank Inspection Prioritization tool Using GIS

A team composed of representatives from the Underground Storage Tank and the Source Water programs at both Delaware (DNREC) and EPA Region III have worked cooperatively to develop a GIS-based UST Inspection Priority Ranking Tool. The inspection priority ranking values are calculated based on a formula incorporating risk and other weighted sensitivity parameters.



DNREC identified sensitivity parameters for the inspection tool such as surface water impact, recharge and well head protection areas and tank installation date. Also to be considered are the recent requirements by the enactment of Energy Bill such as inspect all previously uninspected facilities within two years and, after inspecting all previously uninspected facilities, inspect every tank at three-year intervals.



This tool is designed to enable users to change the relative weight of sensitivity parameter values and will assist state managers to establish a statewide UST inspection schedule that should provide increased protection of human health.
