Make It Blue Track: Disaster Mangagement and Emergency Response Author(s): Cheryl Bosley, G. Renacker The 2005 hurricane season was one of the worst seasons to date. The U.S. Army Corps of Engineers was tasked by FEMA to assist in the recovery effort of Hurricane Katrina's aftermath along the Mississippi Gulf Coast. Specifically, roofing missions were required to track and repair damaged roofs with blue tarps, or "Blue Roofs." GIS was used as the primary technology to support this mission. Every homeowner requesting a temporary roof is required to fill out an application, which is then entered into the USACE Roofing Database. From there it is the job of the GIS team to put together map cluster packets. These packets allow the QA/QC teams to go out and approve the homes for temporary roofs and inspect completed roofs. More than 45,000 homes received temporary roofs in Mississippi from the last part of August to early December.
