GIS Database Techniques Makes for Good Landlords

Ogden City, utilizing GIS techniques, analyzed its public safety service usage across its businesses and residents. The results demonstrated disproportionate usage by rental addresses of between 2 and 15 times the service requests of owner-occupied residences.



In an effort to remedy this situation, the city combined its regulatory, fee levy, and citizen outreach capabilities to affect change. The city enacted disproportionate impact fees on its landlords and launched a corresponding good landlord discount program for its "good landlords." In the first 8 months of the program, the city realized a 6 percent reduction in calls for service and a 24 percent decrease in Part I Crimes (victim crimes).



Underpinning this program is the use of GIS and data mining techniques to organize and correlate rental unit addresses with zoning violation, police records, utility, and other parcel or property data to ensure program compliance and identify problem properties and landlords.
