Public Records Panel: Government, Private and Nonprofit Perspectives Track: State and Local Government Author(s): Bruce Joffe With the California Attorney General's opinion (04-1105) that the distribution of public agency digital parcel data falls under the purview of the California Public Records Act, public officials responsible for parcel mapping may want to review their current distribution policy. This panel reviews the legal, political, and economic framework; it presents differing implications for public agency data distribution; and it offers direction toward a resolution that may be acceptable to many points of view. Bruce Joffe, GIS Consultants, originator of the Open Data Consortium project, is dedicated to equitable data distribution policy development and will discuss the need for accessible distribution of public geodata and prospects for supporting digital data maintenance.
