Using GIS to Maintain Municipal Service Delivery Standards

Aurora, Colorado, like many municipalities, is struggling to meet the service needs of a rapidly growing population and land base. According to the city's newly adopted Comprehensive Plan, the city "needs to adjust its service delivery system in response to Aurora's increasing size and demographic diversity." Such services and associated facilities include fire, police, public works, library, recreation, information technology, parks, and utilities. To evaluate Aurora's existing and future service needs, a database of existing proposed city facilities is being developed using ArcMap, SDE, and Microsoft's SQL Server. Simultaneously, Esri's ArcGIS Spatial Analyst extension is used to model various population, land-use, and service delivery scenarios. Together, these datasets help determine the "best" location for specific service facilities while allowing city management to evaluate each project on a cost versus need basis. The resulting facilities database will serve the city by incorporating best management practices coupled with ArcIMS to coordinate Aurora's service delivery efforts.
