Abstract
Strategies to Develop a Regional GIS Basemap Program Track: Cadastral and Land Records Author(s): Priya Tallam Santa Clara County has concluded a two-year effort developing a regional GIS parcel, address, and street centerline basemap. Regional participants include 20 agencies including cities, utilities, and private sector firms. This paper presents technical design strategies to enable interagency data sharing with multiple agency maintenance responsibilities. The design satisfies county and partner agency enterprise GIS data model requirements. Additionally, organizational, partnership, and marketing strategies are presented that proved essential in developing the successful relationships. Challenges, pitfalls, and solutions will be discussed.
