Implementing enterprise level, dynamic reference grid for hurricane Katrina response

Large-scale disaster responses require a spatial reference grid to divide response area into smaller sections, which could be managed by individual teams. This grid is also used to generate daily situation reports, which help quantify the amount of response completed over time. Often due to the large number of organizations, departments and personnel involved in such responses, multiple reference grids are generated leading to confusion.



EPA Region 6 has implemented a unified spatial reference grid that is being used for Hurricanes Katrina and Rita responses. This grid is derived out of boundary polygons of USGS quad maps; which are widely used and easily understood in the United States. Available over the Internet, this ArcSDE software-based enterprise solution allows for simultaneous management of reference grid datasets for multiple responses in different locations. Besides unified use in mapping tasks, this response grid also allows for automated dissemination of operational, analytical and situational information.
