Communicating Risk in "Megacity" Environments to Promote Sustainable Development

Manila, Philippines, is a complex "megacity" of approximately 10 million people that frequently suffers setbacks in development due to severe natural disasters. Since 2004, the Pacific Disaster Center (PDC)-in partnership with the Earthquakes and Megacities Initiative and authorities in Metro Manila, Philippines-has helped to address this serious issue by developing cost-effective, Esri-based, "risk communications tools" that promote land-use planning and sustainable development.



Over the past two years, PDC has worked with Metro Manila stakeholders to deploy Internet map viewers for Marikina City (www.pdc.org/marikina) and Metro Manila (www.pdc.org/mmeirs) using customized Esri ArcIMS software and an underlying Oracle database. To optimize map viewing for "thin clients" who may have reduced bandwidth connectivity, PDC enhanced the capabilities of ArcIMS to deliver GIS functionality over the Internet. Both map viewers are currently being used by a wide spectrum of trained local stakeholders ranging from school science programs to land-use planners.
