Cost-Benefit Analysis and GIS
Track: Modeling
Author(s): Daniel Paez

The main outcomes of a traditional cost-benefit analysis (CBA) for decision making are indicators. These indicators are figures representing the amount (or monetary value) of the net benefits for each alternative considered. However, CBA by itself does not provide information about social, economic and environmental impacts. Questions such as who are the beneficiaries? where the negative impacts are going to occur? cannot be answered directly from traditional CBA. A major reason for this is the lack of spatial disaggregation in traditional CBA. An ArcGIS software-based approach is proposed to generate spatial disaggregation of results from CBA to produce additional information (in the form of maps and indicators) for decision making. In this methodology, spatial disaggregations of CBA results are converted into numerical indicators and maps capable of facilitating the assessment of projects, programs and policies from social, economic and environmental perspectives.
