Integrating Multitemporal LiDAR for the Maintenance of Large-Scale Land Base Datasets

Local governments have large investments in large-scale land bases. These land bases typically include planimetry, orthoimagery, and topography (compiled using photogrammetry, LiDAR, or a combination). Budget constraints now inspire many GIS departments to leverage previous investments made in their land base. Rather than completely replacing land bases periodically, agencies now update by integrating change management processes into their business practices.



This presentation focuses on change-detection processes whereby elevation surfaces are updated annually. While there are issues related to updating planimetry, updating topography in a multitemporal context presents a number of technical challenges. The processes of integrating multitemporal LiDAR and photogrammetrically compiled breaklines are described. Systematic issues affecting "seamless" integration, such as sensor calibration, multiple georeferencing solutions, pulse rates variations, and filtering advances are discussed. The impacts of changes in environmental conditions, i.e., water elevations, are also discussed. In conclusion, the qualitative and quantitative accuracy results are presented in both graphic and statistical form.
