Abstract
Use of Multiple Technologies to Support Wastewater System Upgrade Track: Water, Wastewater, and Stormwater Author(s): Stephen Beck, Edwin Harris On April 24, 2002, the city of Baltimore (COB) entered into a Consent Decree agreement with the United States Environmental Protection Agency (U.S. EPA) and the Maryland Department of the Environment (MDE). Paragraph 9 of the Consent Decree requires the COB to "evaluate the (wastewater) collection system and propose to USEPA and MDE a plan for future rehabilitation and other corrective action for each sewer shed (Sewershed Study and Plan)." Paragraph 12 of the Consent Decree requires the COB to "develop and implement a computerized collection and transmission system model using a current and widely used software tool." Paragraph 14 of the Consent Decree requires the COB to "implement an information management system program to establish, update, and coordinate data systems used to collect information regarding the operations, maintenance and performance of the Collection System.".
