Abstract
Tracking Displaced Populations of Hurricane Katrina from Evacuation through Repatriation Track: Disaster Mangagement and Emergency Response Author(s): Joseph Toland After the unprecedented evacuation and displacement of half a million people from regions impacted by Hurricane Katrina, the FEMA Joint Field Operations center in Austin, Texas, began to integrate geospatial products and analysis to help direct services and support to the impacted populations. Nearly one-third of all efforts that occurred in the FEMA Individual Assistance program for the states of Louisiana and Texas were expended to help impacted populations by Hurricane Katrina who were displaced in Texas. Through various stages ranging from evacuations, short-term sheltering, interim housing in hotels to long-term relocation plans in Texas and repatriation efforts in Louisiana, geospatial products were crucial. These products were used to help decision makers understand the status of key issues, summarize complicate information, and create a common operational picture.
