Development of a Common Spatial Data Framework for Libya

The Libya Spatial Data Infrastructure (LSDI) is being carried out as a cornerstone for a broader Libya Information Infrastructure (LII), and helping to coordinate the geospatial database development efforts within presently ongoing national projects including the Third Generation Planning Program, the 2006 National Census, and the National Water and Sanitary Sewer Infrastructure Improvement Program. These initiatives are expected to generate a significant amount of FGDS that are needed by many agencies. This paper presents the approach and outcomes of an effort to develop a common spatial data framework for Libya in the context of the LII/LSDI and national projects coordination efforts. Examples of the requirements and issues from the Libyan case will be highlighted as opportunities and challenges for implementing data models in similar contexts. Focus will be on the team's approach, which included workshops to identify stakeholder data needs, analysis of data requirements related to major national initiatives and the applicability of existing models.
