Putting GIS-Imagery Tools into the Hands of Relief Workers

NGA's Deployment Team to New Orleans, Louisiana, worked around the clock providing geospatial answers to questions from a myriad of federal agencies. With proper support and tools, however, many of these questions can be answered by the agencies themselves.



Housing and Urban Development (HUD) analysts with NGA analysts developed a simple GIS-imagery exploitation system using Esri ArcExplorer and Google Earth freeware. HUD had a challenging problem of identifying suitable areas to place 200,000 trailers for New Orleans citizens and accommodate 100,000 temporary workers. Initially, HUD relied on leads from local government, requiring a time-consuming process of conducting site surveys after locating the property and receiving permission from owners. NGA developed an exploitation system using freeware, Internet and spatial data that allowed HUD to quickly identify and evaluate potential sites before sending people into the field.
