Abstract
Moscow Urban Cadastre Information System on Esri Platform Track: State and Local Government Author(s): Ulrich Baltzer, Joerg Schaller, Sergej Melnitschenko Political and economic transformations in Russia in the early 1990s led to the burst of private initiatives in real estate and other economic sectors as well as to the need to equip the Moscow City Government with modern IT-based tools to manage all public and administrative information resources. The main requirements for the system were town planning, urban design and urban development control, investment planning and decision-making support for all authorities. Under the leadership of Alexander Kuzmin, Moscow chief architect, and Sergej Melnitschenko, chief, Moscow Urban Cadastre Service, the Moscow Urban Cadastre Information System was developed and was subsequently marked as "good practice" by UN-HABITAT Programme. In spring 2006 Esri Germany, together with the Russian Esri distributor DATA+, and the Moscow Urban Cadastre Service signed an agreement about the creation of a GIS-supported system for sustainable urban development using Esri international platform to introduce it worldwide to large cities and country governments.
