SMART Approach to Juvenile Justice: Geographically-Enabled Crime Analysis and Mapping

The Office of Juvenile Justice and Delinquency Prevention (OJJDP) provides national leadership, coordination, and resources to prevent and respond to juvenile delinquency and victimization. OJJDP supports states and communities in their efforts to develop and implement effective and coordinated prevention and intervention programs and to improve the juvenile justice system. OJJDP developed the Socioeconomic Mapping and Resource Topography (SMART) system to enhance their effectiveness in sharing and analyzing juvenile justice data. The Web-based system leverages ArcIMS 9.1 and ArcGIS Services technology to provide users access to an extensive array of socioeconomic, crime and resource data that can be mapped and analyzed at a variety of geographic levels. The paper will discuss the technical approach taken on the development of the SMART system as well as the migration of the version of SMART to the ArcGIS Server platform.
