Enhancing Parcel Exploration with Historical Images and Information Track: State and Local Government Author(s): Joan Decker, Megan Heckert ParcelExplorer is not your typical parcel-level data system. Developed by the Philadelphia Department of Records (DOR), ParcelExplorer contains all the typical functions of a parcel data system, enabling users to find, view and analyze information using interactive maps, but it also incorporates several exciting new features. These innovations include the addition of scanned images of the historical base maps, retaining the texture and hand written annotation of the historical documents; a data structure that maintains a record of parent-child relationships as parcels are combined and divided over time; and the incorporation of historic land maps from the collections of the Free Library of Philadelphia. These enhancements enhance the utility of Parcel Explorer, enabling users to find and explore information in ways not previously possible through Web-based research.
