Using ArcGIS Server and Web Services for Climate-Poverty Analysis

This paper describes the use of ArcGIS Server and Web services technologies to provide an application to estimate population exposed to below-normal precipitation conditions. The application permits users to calculate the number of persons that live at various poverty levels within zones that have experienced below-normal levels of precipitation in the previous four months, or for areas that are predicted to experience below-normal levels of precipitation over the next four months. User or client provided parameters (past or future estimates, number of months) are used to consume publicly accessible data services from external providers and calculate the summary statistics. The paper focuses on the design and programming aspects of establishing and consuming Web Services to allow non-GIS users to perform spatial analysis.
