Implementing an Enterprise GIS in the City of Cleveland, Ohio

The evolving City of Cleveland Enterprise GIS group (CEGIS) supports all facets of GIS in managing the city's water utility infrastructure. This alone encompasses more than 640 square miles and over 5,000 miles of water mains. CEGIS is also responsible for supporting all citywide GIS initiatives and a citywide permitting system. After years of data conversion and several implementation phases, Cleveland is moving toward a production environment. The lifecycle of building a GIS at the divisional level while supporting citywide GIS initiatives requires: buy-in, planning, citywide input, centralized data, and a significant investment. This process also employs several unique staffing and financing scenarios to satisfy the administration and participating city departments. This presentation focuses on the organizational structure and enterprise GIS implementation approach while outlining citywide acceptance and program buy-in.
