Mapping Wind Exposure for Building Permits
Track: State and Local Government
Author(s): David Barbour

GIS has existed in Tillamook County since 1997, but failed to produce products to support County needs. In December 2005, a change in staff caused a change in focus to a more customer driven GIS. After meeting with Building Department staff, the need for maps displaying special hazard areas was identified. The first map series that was developed classified tax lots by High Wind Exposure. This was of special interest to the building inspectors and permit technicians. The standards for the Exposure classes were taken from the 2005 Oregon Residential Specialty Code, such as proximity to open water or flat terrain. All tax lots were analyzed and classed into Exposed or Non-Exposed. This data was displayed in a series of maps covering the entire county.
