Integrating Legal Data with New Zealand Post's Postal Address Database
Track: Database Design, Automation, and Management
Author(s): David Thornburrow, Thomas Tupuivao

NPAD (National Postal Address Database) is New Zealand Post's primary spatial address database, introduced in April 2005. Maintenance of NPAD requires regular updates of legal roads, land parcels and address points, and reconciliation with New Zealand Post delivery points and roads. Reconciliation raises several issues. For example; road identifiers change when a segment is divided or an adjoining segment is added; road names associated with a road identifier change between data supplies and changes are inconsistent--road/point identifiers may or may not change when the points are re-surveyed. Even worse, roads are completely removed from the legal dataset when we know that they still exist, with occupants! New Zealand Post deals with these issues every month. To ensure NPAD has the highest level of data quality, New Zealand Post has developed ways to deal with them. Come and find out how.
