Abstract
GIS for Coal Mine Site Permitting and Regulatory Enforcement Track: Mining and Geosciences Author(s): Daniel Kestner The Virginia Department of Mines, Minerals and Energy's Division of Mined Land Reclamation (DMLR) is responsible for ensuring the reclamation of land affected by surface and underground coal mining activity. The Federal Office of Surface Mining (OSM) and Reclamation Enforcement's (OSMRE) Technical Innovation and Professional Services (TIPS) TIPS helps strengthen the capabilities of States, Tribes, and OSM staff to enforce Surface Mining Control and Reclamation Act (SMCRA). Most, if not all, mining information is location-based. Geospatial knowledge of mining features in association to geologic, hydrologic, drainage, land use, fish and wildlife, blasting, and proximity to other extraction activities is vital to the development of an effective reclamation plan. We'll explore the geospatial techniques developed by Virginia and TIPS, with examples from other SMCRA programs, for permitting and enforcement of coal mining operations.
