Real-Time Reconnaissance Progress for U.S. EPA Louisiana Hurricane Response

Large-scale disaster responses require reconnaissance information to be categorized and displayed daily to report progress to all facets of the response team. This reconnaissance progress is used to generate operational and planning maps, reports and sometimes animations. Due to the large response area and high volume of reconnaissance information this is often not attainable in a useful timeframe. This can lead to confusion among planning and operational teams and poor field management during a time critical response. During the duration of the US EPA Hurricane Katrina and Rita response in Louisiana EPA Region 6 developed a method to provide real time reconnaissance progress for the entire response area being managed by multiple departments and organizations. This method was created using model builder, python, and tracking analyst in addition to an Enterprise Database Management System. It allowed for the categorization of the response area on a daily basis to assist in up to date mapping and animation.
