Lessons in Integration: Using Service-Oriented Architecture, ArcIMS, and ArcGIS Applications

The City of Bellingham, Washington has integrated GIS data into a wide range of critical applications like maintenance management, financials, project management, and permitting. The level of integration was fully realized during the evaluation of a major new system at the City for managing Public Works Operations (Computerized Maintenance Management System). This paper will describe the process, issues, and results of a comprehensive evaluation of GIS in Public Works, including Service Oriented Architecture, ArcIMS vs. ArcGIS Server application rewrites, centralized data access for maintenance and production, and impacts of pushing GIS data in to numerous third party applications and business processes. The focus will be on management and organizational impacts rather than detailed technical descriptions.
