A GIS Tool to Determine Affected Population

In any emergency management operation determining the number of people in a given area is vital in order to do a quick evacuation, provide rapid medical treatment, or to provide any other relevant services. Detecting affected population is also important in an environmental or social impact analysis. This paper discusses how GIS could be used in determining the population within the possible influence of an event and describes the development process of a GIS tool for that purpose. The discussion also includes a real world example of application of that tool in an emergency operation.
