Abstract
Refinery Facility Planning Using GIS Track: Architecture, Engineering, and Construction Author(s): Matthew Williamson Jacobs Advance Planning Group [APG] is providing master planning assistance to gulf coast oil refineries with the assistance of GIS. Safety and security issues are among the top priorities addressed by these master plans, but all planning priorities are recognized by a collaborative planning process supported heavily by GIS technology. Existing datasets are utilized and enhanced with new datasets created by the APG team to effectively analyze and communicate existing conditions and recommend an optimal future development strategy. A land suitability analysis and development risk model are created to suggest a future development pattern that balances a refinery's safety and production demands with an understanding of its unique site characteristics, available land resources, security criteria, and surrounding area influences. The end result of this analysis is a set of scenarios with a range of variables that can be used to safely and effectively guide future refinery development activity.
