Abstract
Army Experimentation: An Operational Environment and Scenario Development Application Track: Defense and Intelligence Author(s): Mark Covey This project details the establishment of an ArcIMS-based application for developing operational environments and scenarios for use in United States Army experimentation events. The application is designed to combine disparate data sets into a collective data portal for use by Army scenario developers. Combining geographic, man-made, cultural, and anthropological data enables the developers to produce realistic, viable, and consistent story lines. Stable and consistent story lines allow military participants to progress along a common theme from event to event. Pre-loaded spatial analyses are instrumental for this application. Of particular interest is the creation of layers that depict terrorist areas of support and operation which, when combined with targets of opportunity highlights areas of vulnerability. Scenario developers are able to focus on these areas of potential conflict during their story line development and drive the experimentation events toward studying problem sets put down by the leadership of the United States Army.
