Managing High Water Marks and Elevation Adjustments with GIS

For more than 150 years, Harris County, Texas has been suffering from flooding. Flood events and high water mark data have been collected for storms since 1949. High water mark elevations are based on existing benchmark data. Over time, the monuments have been releveled and in some cases destroyed. In order to maintain this valuable data, the Harris County Flood Control District is using GIS to create an adjustment map for the entire network of high water mark data. This effort will create a conversion for each high water mark. Using ArcGIS, a difference grid was developed for each elevation adjustment. Then an overall adjustment map was created for the entire county. This adjustment map is a very valuable tool for Harris County in their management and analysis of past, present and future flood events. The GIS highlights and pitfalls will be showcased as well as the map book.
