Abstract
Tactical Entry and Emergency Response: GIS Goes to the Field Track: Law Enforcement and Criminal Justice Author(s): Tom Baker In the wake of increasing community violence in the United States, it is clear that there is a need for law enforcement to develop new combinations of effective emergency response techniques. Recent integration of GIS and 3D modeling allows emergency responders to quickly gain familiarity with critical aspects of a building's layout and interior spaces. With a first responder able to navigate visually within the 3D environment of a building, it is possible to significantly reduce the time spent in reconnaissance, thus decreasing chances for loss of life. A prototype model was created of a local shopping mall utilizing ArcGIS and ArcScene software. By interviewing first responders, additional key features were identified and refinements were incorporated into the application. GIS with 3D mapping and visualization tools provided a stable and effective platform for the development of geospatial tactical responses.
