Abstract
Low-Cost Startup GIS for Cities Track: State and Local Government Author(s): Michael McDaniel This presentation offers advice to local government GIS users about economical options available among plotters, GPS units and other hardware choices. It discusses essential and desirable Esri products (ArcView vs. ArcEditor vs. ArcInfo licenses, ArcPublisher vs. ArcIMS, and other software options), and suggests both sources for fundamental data layers available for free, and ways to create other critical layers at minimal cost. My purpose is to share insights I've gained setting up municipal GIS operations at local governments with strict budget limitations, and to offer alternatives to the rent-a-GIS approach that some small cities choose.
