Health Crisis & IT Competencies of Japanese Public Health Directors

OBJECTIVES: To explore the competences necessary for using the Health Crisis and Risk Information Supporting Internet System (H-Crisis) of the public health center directors in Japan; to analyze indicators of individual IT abilities and the use of computers (IT competences) by prefectures; and to determine the relationship between the usage of H-Crisis and IT competences using a geo-referenced information system (GIS). METHOD: Frequencies of H-Crisis usage, response rates concerning IT competences were obtained through questionnaires and calculated to compare distribution patterns by prefectures. Statistical differences were assessed using the Wilcoxon signed-rank test. RESULTS: The distribution pattern of frequent users of H-Crisis shows the same tendency for those of high skill in writing on a word processor, and being active in daily use of IT. CONCLUSION: The competences necessary for using H-Crisis of the public health center directors may be related to fundamental PC skills and the incentive to use IT.
