Local Update of Census Addresses (LUCA)

The 2010 Census has begun! The highest elected official of each state, local government, and federally recognized American Indian tribe is about to receive their invitation to participate in what is probably the most important program to ensure complete enumeration of their community, the Local Update of Census Addresses (LUCA). LUCA participants have the opportunity to review the Census Bureau's confidential list of addresses for their community and provide updates to the addresses and associated spatial data. GIS practitioners can be vital contributors to this local effort. The paper describes relationships between the LUCA program, complete enumeration of participating communities, and impacts on federal funds distribution. It will also discuss how communities can leverage these capabilities for a better LUCA review and use Esri software to accomplish this. The paper will describe GIS approaches for additional Census programs for reporting legal boundaries and delineating statistical areas 2010 Census data tabulations.
