Abstract
The Digital Boundary and Annexation Survey Track: Census and Geodemographics Author(s): Michael Clements The Census Bureau conducts the Boundary and Annexation Survey (BAS) annually to collect updates and other information about selected legally defined geographic areas. BAS is the only nationwide source of information documenting the creation, dissolution, and changes of incorporated places, county subdivisions, counties (parishes), and federally recognized American Indian areas. Digital BAS is one method of participation in the BAS program. Digital BAS is designed for the digital exchange of boundary updates between local governments and Census. This presentation highlights concepts critical to successful exchange of information through this digital process, including examples of the process to reconcile centerline and parcel-based files. The presentation outlines important points required to create, review, and submit boundary updates using Esri software. The presentation also documents Census criteria for reviewing digital submissions. Concepts critical for digital exchange of boundary updates such as geographic offsets/corridors, topology, and accurate tabulation counts are also referenced and discussed.
