Small organizations (such as local and regional conservation groups) struggle with the need to incorporate the abundance of GIS data available and the lack of resources to employ technical professionals and purchase premium software packages. Developing applications at this level (either for in-house GIS use or for Web sites) has become less a function of a full staff armed with pricey software applications and more a function of assembling practical software, relevant open-source applications, and expertise from local professionals. Combining the editing and analysis capabilities of ArcView, a distributable viewer (ArcExplorer), and open-source Web applications, small organizations obtain a large assortment of opportunities at reduced costs. This paper examines the decision making, application building, and implementation process for a non-profit watershed organization in northeast Pennsylvania's formerly mined anthracite coal region.
