Automated Vehicle Location for Asset Management of Non-Emergency Vehicles

Richland County Department of Information Technology and Geographic Information Systems (IT/GIS) have teamed with Radio Satellite Integrators Inc. (RSI) to monitor the location of non-emergency county assets, through the use of an Automated Vehicle Location system. This is accomplished using a county owned and operated VHF radio tower located on Fort Jackson Military Base to communicate with the vehicles in real-time. Each vehicle transmits its location, speed, and other data back to the county's servers where it can be displayed via a GIS interface. In addition, the county developed a technical partnership with US Computing to develop a custom, web based ArcGIS Server application. The software effectively utilizes hidden data, cashing and refresh strategies to display vehicle movement. This application serves as a management tool to more effectively manage county assets, better serve county citizens and provide historical records of vehicle movement.
