River Basin Management System Web Portal

A web-portal was developed to support Ireland's Dublin City Council and the Eastern River Basin District in implementing a comprehensive River Basin Management System. The system allows for rational evaluation of management measures through scenarios which leads to the formulation of "Programmes of Measures" to achieve "good" water quality status by 2015 as dictated by European Union (EU) legislation. To provide a flexible system that can be queried by a variety of users, for a range of needs, in a real-time manner, the system was designed to include a dynamic, web-based GIS, reports and analyses (including water quality modelling results, real-time water quality results, and user-entered action plans). RBMS achieves: . Transparent, community-managed process . Rational evaluation of alternative management measures . Quantified cost/benefit for decision-making . Effective information sharing among public and private stakeholders . Well documented decision critiera that helps build consensus.
