Developing Enterprise ArcGIS Server Standards in a Municipal Setting

The City of Fort Worth has traditionally embraced and implemented new GIS technology quickly, in an effort to support a community of more than 300 enterprise users. ArcGIS Server presents a new technology paradigm, and therefore creates an opportunity to improve on the lessons learned from the preceding ArcIMS implementation. The structure of a municipality presents unique challenges in achieving universal acceptance of established best practices, standards, and programming conventions. The process which led to adopting ArcGIS Server standards included testing, standards meetings and review, development of Web site deployment procedures, and coordination with departmental programmers for organizational cooperation. The overall goal was to implement ArcGIS Server in an expedient and prudent manner, while focusing on reaching consensus within the City's GIS community. These goals were achieved by providing responsive websites, continuity and a professional appearance, and the reuse of tools and code throughout the organization.
