Customer Analysis through License Plate Sampling

Missouri's Department of Economic Development (DED), in cooperation with Missouri's Department of Transportation (MoDOT) and Department of Revenue (DOR), did a Business and Community Impact study on possible outcomes of bypassing three communities located on U.S. Highway 63 in Central Missouri. One focus was to find out what degree of impact businesses might experience based on where their current customer base resided. From July 20 to August 16 of 2007, MoDOT collected approximately 1600 license plates from various businesses in each of the three communities, which were given to DOR to identify and assign a residential zip code. The resulting list was given to DED to map customers by zip code and give a percentage breakdown of each community industry type's customer base within a ten, thirty, and sixty mile radius. These maps informed business owners whether the majority of their customers were local or from out of town.
