Ped-Bike Planning - Data, Analysis, and Web-Based Community Involvement

The City of Bellevue, Washington's recent update to its Pedestrian and Bicycle plan relied heavily on GIS tools to assemble 2 separate linear datasets into one, and then to analyze each of the over 400 projects to develop funding priorities. All phases used GIS processes including: analyzing the completion status of previous projects; creating a new data structure to simplify the discussion and effort; seeking public opinion on proposed improvements; evaluating inventory versus completion status to accurately account for incomplete projects; and prioritizing projects based upon evaluation criteria. The results of the lengthy GIS analysis were ported to a Virtual Earth platform to solicit public comment. The progression of the project from beginning to end will be discussed including lessons learned in the areas of data development, internal coordination, and community involvement.
