Transportation Planning for 108 California Tribes Using ArcPad and GeoDatabase
Track: Transportation
Author(s): Robert Holmlund, Gary Davidson

Under new legislation a Federal transportation database for Indian Tribes can now include roads outside Tribal lands. In 2006, the California Department of Transportation contracted Winzler & Kelly Engineers (W&K) to inventory/update the transportation database of each of the 108 Tribes in the State. Working closely with each Tribal Government, W&K conducted thousands of miles of inventory of state, county, urban, BIA, Tribal, National Park, and Forest Service roads in every corner of California. Project specifications required unusually intricate road sectioning, complex data management, map making, traffic counting, and community planning for the 1,500 "Indian" roads identified during the project. Two field teams used ArcPad with GPS enabled Tablet PCs to collect field-specific data utilizing customized data entry forms. W&K designed a unique Geodatabase to manage the data collection and mapping process. Data was continuously imported/exported to a customized Microsoft Access database to create/manage multiple client-specific documents supplementing each map.
